301A: Easier and Safer Reuse of Excess Soil and Increased Redevelopment of Brownfields

In May 2019, Ontario proposed regulatory changes intended to make it safer and easier for more excess soil to be reused locally and reduce barriers to revitalize historically contaminated lands.  It includes the following, all under the Environmental Protection Act:

  • A proposed On-Site and Excess Soil Management Regulation
  • Proposed complementary and burden reduction amendments to O. Reg. 153/04 (Record of Site Condition) and Regulation 347 (Waste Management)
  • A proposed document to be adopted by reference in the On-Site and Excess Soil Management Regulation titled "Rules for On-Site and Excess Soil Management", including reuse standards and characterization requirements.

These regulatory changes would support delivery of our Made-in-Ontario Environment Plan commitment to protect our land by taking steps to properly manage local soil and brownfields, ensure valuable resources don’t go to waste, and manage the risk of contaminants and by redeveloping brownfields. This session would provide an overview of the package and an update on progress.
