Karen Cooper, Manager of Strategic and Business Planning at the City of Kitchener since 2018, is a leader with expertise in effectively directing municipal, non-profit and other government organizations in developing and implementing shared visions, strategies and diverse projects. She facilitated the creation of the Kitchener’s strategic plan and was the principal author of Housing for All, the city’s housing strategy.  Previously she worked for 10 years in BC on resolving equity and social justice issues regarding housing, homelessness and city building.  She worked for the City of Toronto, establishing the Affordable Housing Office, co-ordinating Regent Park’s redevelopment, and supporting Toronto’s agencies, boards, commissions and corporations post amalgamation. Karen has a Bachelor of Environmental Studies, Honours Urban and Regional Planning from Waterloo University and a Masters of Science in Planning from the University of Toronto. Karen received the Canadian Institute of Planners 2016 Presidents Award for her significant contribution to the planning profession on the FutureFORWARD Task Force.
