Weston Consulting is one of the largest and most experienced planning and urban design firms in Canada. Since 1981, we have helped build communities with strategic and practical thinking. Our approach to master planning is focused on a collaborative process with a holistic perspective to a variety of site-specific, community-based, neighbourhood and regional considerations, providing strategic directions as a project evolves. We look at master planning as a vital design thinking tool to optimize development processes, engage community members and key stakeholders, strategize phases, minimize risks, estimate costs and ensure the project’s successful realization.

For the past 42 years, our multidisciplinary and creative team has combined planning, urban design, project management, public engagement, and development expertise to tailor optimal solutions to each project. Mark  Emery, President | BES, MCIP, RPP

Mark holds a Bachelor of Environmental Studies Degree in Urban and Regional Planning from the University of Waterloo and is a Registered Professional Planner with the Ontario Professional Planners Institute, and a Full Member with the Canadian Institute of Planners and the Saskatchewan Professional Planners Institute. Mark began his career as a Policy Analyst with the Board of Trade of Metropolitan Toronto in 1982. From 1984 to 1989, Mark worked for the Association of Municipalities of Ontario as a Policy Analyst and then the Manager of Section Services.

Mark joined Weston Consulting in 1989 to lead the company’s Land Investigation Services Division, analyzing properties on behalf of prospective investors and financial institutions, as well as working on planning and development projects. In 1995, as Vice President, Mark oversaw Business Development activities and a range of operational functions of the firm. Mark has managed a broad cross section of land use planning and development projects across the Greater Toronto Area. A substantial amount of his work has been geared toward property positioning and asset disposition strategies on behalf of corporate and institutional landowner clients.

Since 2007, Mark has been President of Weston Consulting. He is responsible for the sustained growth and development of the firm. He continues to focus on Business Development, project management, and staffing strategies. Mark is instrumental to the continued growth of the firm.

Ryan Guetter, Executive Vice President | BES, MCIP, RPP

Ryan graduated from the University of Waterloo with a Bachelor of Environmental Studies (Honours, Planning). Ryan is a Registered Professional Planner with the Ontario Professional Planners Institute and a Full member with the Canadian Institute of Planners.

Ryan joined Weston Consulting in 2004 and currently acts as Executive Vice President. Ryan’s experience has developed significantly over the years in the areas of feasibility studies, development proformas, urban design, community master plans, subdivision design, zoning by-laws, and the preparation of optimal use studies and options analyses. Ryan routinely represents clients before Municipal Councils’ and Committees and often appears before the Local Planning Appeal Tribunal and Toronto Local Appeal Body as an expert witness.

In his role as Executive Vice President, Ryan manages a wide range of complex projects in various municipalities throughout Ontario, which often involve the preparation and processing of planning applications including Secondary Plans, Official Plan Amendments, Zoning By-law Amendments, Draft Plans of Subdivision and Condominium, Site Plans, Consent Applications, and Minor Variance Applications. Ryan assists in personnel and recruitment matters to shape the strategic growth of the firm.
