Land and People Planning (LP) is a majority indigenous-owned planning firm focused on improving project sustainability and performance through greater participation and interaction with impacted communities. LP specializes in planning, development and governance and assists its clients and impacted communities find common ground, realize project benefits and create lasting legacies.

Registered in Tanzania, Uganda, and Canada, LP and its team have worked on behalf of the UN, World Bank, DFID, International Finance Corporation, USAID and Global Affairs Canada as well as a multitude of not-for-profit, public and private sector clients operating in rural, urban, emerging and post-conflict contexts. Our range of services includes social assessment, environmental and social management, resettlement, worker housing, community design, feasibility assessments, data management, consultation, facilitation, and local economic development services.

Alongside multilateral institutions, companies and not-for-profit organizations, members of the LP team have extensive experience working in Tanzania and other African contexts. LP combines its expertise in supporting rapidly changing communities with its extensive experience leading participatory planning processes in support of domestic and international investment and public sector projects. LP assists its clients and communities find common ground, realize project benefits and create lasting legacies. We are innovative in our approach to housing, land management and local economic development through our sustained focus and attention to improving collaboration between communities and projects within the project cycle. LP employs a comprehensive analytics-based approach to development programming that incorporates sectoral and economic analysis within an area-based approach. We use this approach to facilitate dialogue and discussion in enhanced programme planning, design and implementation with proponents, lenders and stakeholders. Our approach typically includes:

  • Social Management Plans: We prepare and implement social management plans to help clients address specific impacts or risks in a comprehensive manner and in accordance with best practices.

Jason Petrunia, Urban Planner

Jason Petrunia BSc, MES, RPP, MCIP

Jason is an experienced strategist, regional and urban planner and social performance specialist. He assists his clients realize innovations in region and city building, benefit sharing and management of risk and impacts within resource, industrial, infrastructure and urban investment projects. He brings experience from across Canada and internationally in environmental and social governance, urban planning and community development. He is adept at working in a collaborative, technically-informed framework that allows for effective decision-making.

Importantly, Jason has led the development of regional investment plans and strategies for regions and cities, investment and transport corridors, industrial districts and zones, tourism and housing. He has served in a partnership-building role for domestic and international projects. In this capacity his work has involved leading multi-disciplinary teams of engineers, community development / engagement specialists, transportation planners, land economists and community facility specialists in coordination with local and national regulators and financial lenders. He has been involved in the planning of PPP projects for transit and other infrastructure.  Jason is the founding director of Land and People Planning.  

Eitan  Dehtiar, Director

Eitan Dehtiar CPA, CMA, MBA, ICD.D

Eitan brings nearly 30 years of experience in banking, finance, logistics, and business development, across Canada and internationally and provides strategic advice to companies, regulators on a broad range of topics. A seasoned senior financial executive, Eitan previously served as Interim Director of Finance and Administration at CPA Ontario, through

the unification of Ontario’s accounting bodies, and as Interim CFO for Muscular Dystrophy Canada and Native and Child and Family Services of Toronto. As CFO of SkyLink Aviation, an international aerospace and defense contractor, Eitan guided the organization through its CCAA restructuring. As CFO and Vice President, Finance and Strategic Planning at Braden-Burry Expediting Ltd., northern Canada’s largest logistics company, he led a go private transaction, sale to Canada’s largest (at the time) Indigenous Private Equity firm, and tenfold revenue growth coupled with the development of Indigenous joint ventures and significant geographical expansion. Eitan has deep financial oversight experience, including financial review and policy development. He also has an extensive governance background and has served on various community, industry and government boards and tribunals. He volunteers his time on several not for-profit boards in the education and healthcare sectors, as well as with CPA Canada’s financial literacy program, and with CESO.
