Eldon Darbyson, Director Of Planning

Eldon Darbyson, BES, RPP, MCIP, is a Registered Professional Planner with over 24 years of public and private sector experience in planning, development approvals, and project leadership. As Director of Planning at G. Douglas Vallee Limited, he leads the planning function within a multidisciplinary firm, providing strategic oversight on development applications and client projects.

Eldon brings a balanced perspective to his work, drawing from his years as a municipal planning manager and as a private sector consultant. His strengths include navigating complex planning processes, identifying efficient approval pathways, and offering strategic guidance tailored to evolving regulatory environments. He is a strong communicator, experienced in coordinating with Councils, Committees, developers, public agencies, and community stakeholders. While not a frequent participant at hearings, Eldon is capable of providing professional planning evidence to the Ontario Land Tribunal (OLT) when required.

He is committed to practical, results-driven planning grounded in sound principles, policy alignment, and creative problem-solving. He also has specialized experience in rural and agricultural land use planning, supporting on-farm diversified uses, boundary adjustments, and rural economic development initiatives.


John Vallee, President

John Vallee, P.Eng., is the President and Owner of G. Douglas Vallee Limited. He has been designated as a Consulting Engineer by the Professional Engineers of Ontario and employed by the firm for over 35 years.

As President of the firm, John has exposure and experience in all aspects of the firm’s practice, including architecture, structural engineering, civil engineering, and land use planning. John’s rare level of experience in these combined fields makes him an excellent asset to any development project and allows him to engage the project team and client while considering multi-disciplinary project aspects.

Under John’s leadership, G. Douglas Vallee Limited has completed a wide range of multi-disciplinary projects, including fire and emergency medical service stations, school additions and renovations, condominium and subdivision developments, bridge replacements and rehabilitations, and municipal road reconstructions.

Scott Puillandre, Planner

Scott Puillandre, CD, MCIP, RPP, MSc., is an accredited Professional Planner with over 10 years of planning and development experience. As Vallee’s RPP, Scott is responsible for zoning bylaws, official plans, subdivisions, and severances. Having gained experience in both the public and private sectors, he has the experience to provide value-added client services in the form of planning, advice, and guidance.

Before joining the Vallee team, Scott served as a Planner with the Township of Perth East, the Municipality of West Perth, and Norfolk County at the municipal government level. Preparing planning reports, advising Council and Committees on the planning merits of projects, networking with developers, community groups, and public agencies, problem-solving, and advancing projects through the planning approval process are skills that Scott has brought to the Vallee team of professionals.

John Iezzi, Manager of Land Development

John Iezzi, P.Eng., is a licensed Professional Engineer with over 10 years in land development consulting, construction, and project management within the municipal and public sectors. Upon graduation, John began his career as a construction project coordinator, managing all aspects of on-site construction. Since then, John has been in land development consulting, working on detailed design and management on various types of projects.

John has extensive experience in stormwater management modelling and site design. He continues to keep up to date on emerging technologies in the field of civil land development and specifically low impact development, most recently completing McMaster University’s Sustainable Infrastructure: Design & Engineering certificate program, where he developed his knowledge of sustainability and best practices in materials, energy, regenerative design, and water, waste, and stakeholder management.

As the Manager of Land Development, John’s framework encompasses civil and site development work, technical stormwater management and site servicing analysis, project management, and tender and specification preparation.

Lesley Hutton-Rhora, Architectural Project Manager

Lesley Hutton-Rhora is an architectural designer and technologist with 19 years of experience working with private sector clients on many residential projects. She joined Vallee in 2021 as an Architectural Project Manager to help ensure continuity and collaboration across the project team.

Prior to joining Vallee, Lesley led a skilled team of drafting and administrative professionals, alongside a diverse network of trade partners, as a Drafting & Operations Manager. In this role, she provided guidance to the project team, from initial schematic design through construction documentation, contract administration, and project completion. She managed an annual construction budget of up to $75 million and successfully implemented broad yearly cost-saving initiatives through the material specification and selection, construction detailing, and resource management.

Lesley is a Registered Building Practitioner with the Ministry of Municipal Affairs and Housing, allowing her to provide design services to the public for buildings under Part 9 of the Ontario Building Code (OBC). With this designation, she has detailed knowledge of the OBC and applies practical experience working with civil, structural, interior, and mechanical design partners to complement the management of architectural deliverables. She also successfully manages stakeholder and client outreach and engagement throughout the design and construction process. 

Lesley was a longstanding member of the St. Thomas & Elgin Home Builders’ Association, serving as President from 2013 to 2014 and Chair of the Technical Standards & Professional Development Committees. She successfully liaised with industry stakeholders, municipal officials, and provincial representatives on a range of advocacy initiatives during her tenure.
