Caroline Samuel, RPP, MCIP, is the Manager of the Zoning Section at the City of Toronto. Caroline has over 18 years of experience in planning in the public sector and has spent the past five years at the City of Toronto, leading the development of zoning regulations to address emerging City-wide planning policies including short-term rentals, laneway and garden suites and zoning conformity for employment areas. Prior to joining the City, Caroline held progressively responsible roles in land use policy and implementation at Peel Region, the provincial Ministry of Municipal Affairs and Housing, Ministry of Tourism, Culture and Sport, and Ministry of the Environment. Her role at the Province included a wide range of planning initiatives including Planning Act reforms, implementation of provincial plans and Ontario Place Revitalization. Caroline has been an active volunteer with OPPI's Toronto District since 2014. She has been involved in planning numerous professional development and social events for the District over the years. Besides her involvement with OPPI, Caroline also volunteered with the MES York University Planning Alumni Committee for ten years and was one of the co-founders.
