DEVELOPMENT PLANNER

The focus of this position is development review, which will involve reviewing and processing planning applications made under the Planning Act; preparing and presenting planning reports and recommendations to County and/or Area Municipal Councils; acting as liaison between the County and Area Municipalities with respect to Provincial and County land use policies, goals and objectives; and responding to development inquiries and conducting pre-consultations for all manner of planning applications.  This position may also assist with land use policy development, as required, and may involve conducting and/or assisting with policy research and development; special projects; data analysis (both spatial – GIS and non-spatial); report writing and public consultation pertaining to the County’s long range planning program.
 

KEY ACCOUNTABILITIES:

  • Prepares reports, with recommendations, for County and area councils, the Land Division Committee, and Committees of Adjustment. Attends public meetings of the Area Municipal Councils and Committee of Adjustment to act as planning spokesperson and provide expert planning advice.
  • Provides expert advice, information, and assistance to the public, agencies, stakeholder groups, County departments, developers and consultants regarding the County’s planning policies and related Provincial legislation and policies.
  • Maintains all paper and digital files on development applications in accordance with established protocols and ensures all legislated time frames and processing requirements are met.
  • Prepares and presents professional planning evidence and opinions at court proceedings, the Local Planning Appeal Tribunal (LPAT), and other administrative tribunal hearings in relation to planning policies and regulations.
  • Conducting and/or assisting with special planning projects and/or policy development under the supervision of a Senior Development Planner, Manager of Planning Policy and/or the Director of Planning, including working with other Departments to ensure that County and Area Municipal policies, by-laws, guidelines, procedures and processes related to planning and development are current and  effective.  This may involve data analysis (both spatial – GIS and non-spatial); report writing and public consultation.
  • Designs and conducts research projects to evaluate issues relating to a variety of matters, including land use planning, social, cultural and economic development, housing, demography, environment and resource management, under the supervision of a Senior Planner, Manager of Planning Policy and/or the Director.
  • Support the County’s programs and services by promoting and supporting the County’s Strategic Plan, Future Oxford Community Sustainability Plan, best practices, internal policies and applicable legislation to meet service excellence standards and uphold Oxford’s vision, mission and values.
  • Ensure that new growth and development is consistent with the goals and objectives of the County and Area Municipalities and ensuring the effectiveness and efficiency of all planning related services provided to the area municipalities by the Community Planning Office.
  • Represents the County and the Planning Office or Area Municipality on various committees and external bodies.
 

MINIMUM QUALIFICATIONS:

  • University degree in Land Use Planning, Geography or a combination of related education and experience.
  • Registered Professional Planner with the Ontario Professional Planners Institute and full Canadian Institute of Planning membership is preferred.
  • Minimum 3 years experience within a municipal planning environment.
  • Highly developed research and analytical skills and report writing capability.
  • Excellent organizational, communication, interpersonal, negotiation and presentation skills.
  • Demonstrated exposure to Ontario Land Tribunal policies, practices, and decisions.
  • Ability to work effectively within a team environment and independently.
  • Ability to interact skillfully and diplomatically with the public, development industry representatives and elected officials.
  • Knowledge of Microsoft Windows and Office and the use of Geographic Information System applications. Experience using AMANDA software would also be an asset.
  • Valid Ontario driver’s license required and the ability to travel as required to fulfil job responsibilities.
