Your Opportunity to Make a Difference

The Director of Development Services is responsible for the management, leadership and supervision of planning, building and by-law enforcement services.  The Director will be responsible for encouraging the establishment of new industry and commerce while maintaining the existing levels of businesses within the Township.  Liaison activities with various area economic development bodies will be required.
 

Responsibilities:

  • Participates as an active member of the senior management team and woks with team members to achieve goals and objectives of the Township. 
  • Preparation and monitoring of department budget.
  • Overseeing the preparation and presentation of Council reports related to planning, economic development, building and by-law enforcement.
  • Develops and facilitates implementation of annual departmental goals and objectives that are in alignment with Council’s direction and strategic plan.
  • Ensuring staff performance is being monitored and reviews performance appraisals of department staff.  Providing overall leadership to the department.
  • Coordinates, in consultation with legal counsel and senior management team the Township’s position at any board, court or other tribunals/hearings in relation to departmental matters.
  • Directs the Township’s Official Plan Review processes including formulation of long-range planning objectives and strategies, identifying and overseeing the review of special study areas, facilitating and ensuring public consultation/participation on same, and reviewing and/pr preparing associated reports and recommendations to Council.
  • Oversees and ensures appropriate departmental evaluation of planning applications and land use policies, including reviewing and/or preparing associated reports and recommendation; conduct on-site field visits to determine development/land use suitability, as required.
  • Oversee and direct review of site plan and subdivision applications and engineering approvals associated with all development applications.
  • Oversee the operation of the building services, working with the Chief Building Official to ensure the compliance with the Ontario Building Code Act and providing administrative direction and support to the division and coordination of services regarding planning.
  • Oversee the economic development function including but not limited to support of the Economic Development Committee, liaison/cooperation with other economic development organizations such as the United Counties of Leeds and Grenville Economic Development Office, St. Lawrence Corridor Economic Development Commission, etc.
  • Providing support to existing industrial, commercial and retail enterprises in the form of technical support, liaison with government(s), etc.

Ideal Qualifications:

The ideal candidate will possess the following qualifications:

  • Completion of a university degree in commerce or economics related discipline
  • OPPI membership is preferred
  • A minimum of 7 years progressive experience, 2 years in a municipal government setting and five years’ experience in a managerial role
  • Knowledge of the Ontario Planning Act, Municipal Act, Provincial Policy Statement, hearing procedures and other related guidelines and legislation.
  • Working knowledge of the Ontario Building Code and Township by-laws an Asset
  • Experience in economic development activities
  • Experience with municipal planning operations
  • Excellent analytical, problem solving and negotiation skills
  • Demonstrated project and time management capability
  • Strong communication and public presentation skills
  • Demonstrated knowledge and competence of computer software programs and mapping applications
