Job Summary

The Senior Project Manager is a leadership role dedicated to the coordination of all aggregate-related land use planning in Halton Region.  Primarily, the Senior Project Manager is responsible for coordinating and overseeing technical reviews of proposals for mineral aggregate extraction in Halton Region and making recommendations to senior management and Regional Council on all aspects of these proposals. The Senior Project Manager is also responsible for the oversight and monitoring conditions of approval related to mineral aggregate extraction licenses as well as monitoring provisions of agreements with license holders where Halton Region is a party.  The role may need to liaise directly with licence holders from time to time and will be responsible for engaging members of the public related to specific requests and issues on mineral aggregate proposals and operations.  The Senior Project Manager works closely with Provincial, Regional, local municipal staff and local agency staff to deliver on these project requirements
 

 Duties & Responsibilities

  • Initiate, coordinate, and facilitate interagency teams for reviewing mineral aggregate development applications
  • Manage review by coordinating and facilitating meetings with staff (internal and external), applicants, and various stakeholders including the public (working meetings and public meetings, as required), by setting and achieving review deadlines.
  • Provide information to senior management and Regional Council on project progress, issues, and milestones through the preparation of all forms of correspondence, from emails and briefing notes to project milestone and project summary and recommendation reports for Council approval.
  • Ensures Halton Region remains a leader in matters of aggregate oversight through a coordinated approach to monitoring.  This includes ensuring accountability for monitoring of mineral aggregate agreements where Halton Region is a party to a legal agreement with the operator, with the support of Regional technical staff, and overseeing writing of the biennial State of Aggregate Resources report.
  • Provide policy leadership and ensures issues awareness by coordinating responses to aggregate-oriented proposals on the Environmental Registry of Ontario and input into land use planning reform proposals on aggregate matters.
  • Build and fosters interdepartmental, interagency, intergovernmental, and stakeholder relationships through open and transparent management of project activities.
  • Represent the Region at public meetings, open houses, and community stakeholder meetings.
    Manage dedicated project budgets, consultant retainers, and peer review cost recovery processes.
  • Bring a solutions-oriented approach in forecasting and responding to problems and issues using proactive issue management, a consensus-driven approach, and applying political acuity in addressing issues.
  • Supports the senior management team in implementing and administering key change initiatives to streamline and enhance development review and other corporate initiatives.
  • As time permits, provides support to other senior planners with leadership on complex development or policy review matters.
    Supervise staff including providing ongoing coaching and performance reviews.
  • Provides expert planning evidence and defends planning opinions at the Ontario Land Tribunal and other tribunals, as required.
  • Perform other duties as assigned.
Skills & Qualifications

Essential 

  • Degree in Urban Regional Planning or related field. 
  • Minimum seven (7) years of progressively responsible experience in land use (development review) planning. 
  • Membership or eligibility for membership in the Ontario Professional Planners Institute is required.
  • Comprehensive knowledge of the Planning Act, Provincial Policy Statement, Greenbelt Plan, Niagara Escarpment Plan, the Growth Plan for the Greater Golden Horseshoe, and their application to mineral aggregate review.
  • Excellent communication skills and computer literacy, ability to negotiate with internal and external stakeholders, and political acuity are critical to this position.
  • Ability to work in a fast paced environment. 

Working Conditions

  • Travel will be required; incumbent must provide their own transportation.
