Community Planning: From Protestors to Supporters

This session presents a case study of the process to update the 2005 Uptown Rideau Community Design Plan. Confronted with angry residents, Ottawa planners had to devise a new approach to public consultation which involved building consensus with community members, while educating them about the planning process. After almost two years the planners gained the community’s support and, in the process, learned a lot about consensus building, conflict resolution, managing expectations, negotiation and mediation.
