Conflicting Sides – How to Allow Coach Houses in Ottawa

The City of Ottawa has recently passed a set of implementing provisions (Official Plan policy, Zoning By-law provisions, and other related amendments) to implement the Planning Act requirement for detached secondary dwelling units. The City of Ottawa has termed these detached secondary dwelling units “coach houses”. Coach houses are essentially small apartments that can locate in the backyard of low density residential lots. The City of Ottawa is the first major urban municipality in Ontario to allow this new form of infill housing. Come learn about the challenges in drafting performance standards across an array of stakeholders: internal departments, community members, developers and politicians. This session will provide an overview of the unique set of performance standards established to address different perspectives of opinion in allowing coach houses in Ottawa’s urban, suburban and rural unserviced areas.
