The planning and decision making process associated with transit investments is complex with shifting roles and responsibilities among the agencies and jurisdictions involved. In this session, participants will explore the use and misuse of evidence as part of this process through case studies. The discussion will focus on the need for transit governance, planning, and service coordination at a regional scale. Further, strategies to achieve more meaningful and transparent public engagement that avoids stasis will also be reviewed. Among the takeaways will be a richer understanding of new planning processes that situate evidence based planning alongside the rightful place of political considerations in these major decisions and governance structures that balance regional transit planning with local accountability
