501: Planning for High-Density Liveability in Midtown Toronto

Already one of Canada's densest neighbourhoods, the Yonge-Eglinton area in Midtown Toronto has seen a doubling of its population over the last 20 years with further growth proposed in the immediate term. The in-force Yonge-Eglinton Secondary Plan lacks the necessary detail to address the intensity, form and pace of development facing Midtown and ensure quality spaces and quality of life for its stakeholders. The City of Toronto initiated the Midtown in Focus: Built Form Study, pairing a robust consultation process with innovative computational modelling techniques. In response to the diversity of Midtown's communities, the Study structured its consultation, analysis and recommendations around a set of Character Areas with common and distinguishing features. The resulting approach combined observational analysis, stakeholder-driven visioning and iterative modelling to address the challenges of rapid growth and plan a liveable, high-density community. This session will provide an overview of the challenges and opportunities facing extreme-growth communities, demonstrate new tools allowing for quantifiable metrics to evaluate urban design objectives and particpants can learn how to translate performance-based built form guidelines into Secondary Plan policies.
