Caroline Samuel is a Senior Planner in the City of Toronto's Zoning and Committee of Adjustment Section, in the City Planning Division. Since joining the City in 2017, she has led the development of zoning regulations to address emerging city-wide policy issues including short-term rentals and laneway suites, as well as modernized zoning regulations for secondary suites. Prior to joining the City, Caroline spent over nine years in the Ontario Provincial government implementing provincial plans and Minister's Zoning Orders, as well as providing land use planning advice to municipal planners across Central Ontario. Caroline is also the Vice-Chair of OPPI's Toronto District Committee.
