Trent Hills Active Transportation & Trails Plan

Trent Hills is a rural municipality in the northeast corner of Northumberland County with a population of approximately 14,700. It covers 510.8 km2 and is physically defined by its rolling hills and the Trent River. Trent Hills was created in 2001 through amalgamation. It consists of the Town of Campbellford, the Villages of Hastings and Warkworth, and the surrounding geographic Townships of Percy and Seymour.
 
It had been a goal of Council to create an Active Transportation & Trail Plan (ATTP) to bring together the existing urban trail systems, walkability of downtown streets, and the connection of the three urban areas across the broader rural landscape.
 
Starting in early 2023, with the assistance of CIMA+, a team representing the key municipal departments was formed. The plan was created using a robust public outreach/consultation program, including support from community organization, Bike Action Trent Hills. The ATTP was adopted by Trent Hills Council in March of 2024.
 
This comprehensive plan identifies “a long-term strategy to help achieve the goal of creating an environment and community that enhances, encourages and excites those who live, work and play, about active transportation and trails.”
 
The plan identifies both policy and projects to enhance opportunities to make active transportation and trail use a cornerstone for the health and well-being of the citizens of Trent Hills. Rather than being mode-based like many other active transportation master plans, the Trent Hills ATTP is organized around 10 ambitious goals. These goals include enhancing the walkability of urban areas, leveraging new development to expand active transportation and trails facilities, expanding cycling opportunities within and between urban areas, improving trails through public lands and along the local Trans Canada Trail, and encouraging movement for all by addressing barriers and protecting youth and seniors. The plan also identifies multi-modal projects along the Trent River in support of the Trent Severn Trail Town program and has an overarching aim to achieve connectivity for all across the Municipality.
 
The plan has a strong practical framework allowing it to be implemented and incorporated into the ongoing operations of Trent Hills.
