705: ‘Urbs and Spices – Three Recipes for Planning Studies in High, Medium and Low-Growth Areas in Toronto’s Inner Suburbs

A common misconception regarding growth in Toronto is that it is planning for consistent and constant development potential. In reality, Toronto's growth is reflective of the experience of other municipalities in Ontario whereby growth is being managed in some areas, and facilitated or encouraged in others.  The planning processes, engagement techniques and policy frameworks need to be tailored to situations and context.  This unevenness is driven by, amongst other things, historic development patterns, availability of higher order transit and market conditions.  However, the public expectations of exceptional city building outcomes in the form of complete and connected communities remains a constant. This session will focus on three planning studies undertaken by Toronto's City Planning Division: Don Mills Crossing, Consumers Next and Keele Finch Plus. Participants in this session will learn how to tailor a planning approach for growth scenarios where managing growth, facilitating growth of encouraging growth are the goals, strategies for approaching engagement in diverse communities and innovative engagement techniques that are low-tech and high-tech.
