The Macro background of this study is the Ecological Civilization trend in China today. It is the first time in China to set up a concept of "Beautiful China" as the first grand goal of future ecological civilization. It is written in the CPC Congress Report that " put the construction of ecological civilization in a prominent position, and combined with the economic construction, political construction, cultural construction, social construction, and the whole process, thus strive to build a beautiful China and achieve a sustainable development of the Chinese nation ". This presentation is composed of three parts. First part is about the background study including today’s rural development status and key issues in China. Meanwhile, it also introduced some advanced international examples that can be referenced and relevant policies and experience in different cities in China. The second part introduced some methods, which used in planning projects for exploration. These include planning principles and philosophy, planning hierarchy dimension, and the implementation strategy that advocated. Case study is the last part. In this part, a case study is used to illustrate how these principles and philosophy were used in Sichuan Province, China when doing a town transforming and development project.
