Land use planning is one of the primary tools employed by Source Protection Committees, established by the Clean Water Act, to address potential threats to municipal drinking water. One of the challenges is to reconcile land uses, governed under the Planning Act, with land use activities that represent significant drinking water threats under the Clean Water Act. For example, a zoning by-law may permit a dry cleaning establishment as a commercial land use, but the type of chemicals used in the dry cleaning process, being the land use activity, would be identified as a threat. To meet this challenge, York Region has collaborated with its area municipalities to ensure land use planning is an effective water management tool in helping to prevent municipal drinking water sources from becoming contaminated or depleted.
