David is a partner of Incite Planning and a member of CIPs Indigenous Peoples Planning Sub-committee. He has worked with First Nation communities since 1997, when he became the Community Planning Advisor for the Ogemawahj Tribal Council. While there, the “Duty to Consult” arose with the request from a First Nation to represent them at the Ontario Municipal Board in 2002, when he successfully defended their legal, technical, cultural, and planning interests. David went on to research the implications for utility-scale wind projects for the Ontario Sustainable Energy Association, in 2007. Since then, he has been working with the Native and planning communities to elevate this topic. An initial 2012 panel discussion has expanded into full-day workshops. Recent presentations have included the First Nations “Our Lands” conference and the Toronto Conference of the United Church of Canada. Current efforts have been in collaboration with the Shared Path Consultation Initiative. Their activities include research, education, legal & technical analysis, and policy advocacy that will enhance the capacity of municipal planners, planning schools, and Aboriginal communities to engage in appropriate consultation.
