Planning Manager, Downtown, City of Toronto

David Oikawa graduated from the University of Waterloo’s school of Urban and Regional Planning in 1980.  He started his career with the City of Hamilton and for the next eight years, worked on land use policy for the Region, Hamilton and Ancaster. David then joined Alterra Developments, working on projects across the Golden Horseshoe from Niagara to Halton.
 
After three years, David returned to the public sector to East York, finishing there as Director of Planning.  During his time there, he wrote East York’s new Official Plan (OP).  After the amalgamation of East York into the City of Toronto, David has been a Community Planning Manager in various areas of Toronto including; North Etobicoke; South Etobicoke and Midtown Toronto.
 
Currently he is the Planning Manager for Downtown Toronto, overseeing a variety of policy initiatives and local studies, as well as development review. David’s group is currently working on a number of policy studies and manages interesting development areas in the downtown, including: the Financial District; North St. Jamestown; the Regent Park revitalization area; the West Donlands (Pan-Am Village) and the Distillery District.  David's planning area includes 4 Heritage Conservation Districts. 
 
In addition to his Planning degree, David also holds a Masters Degree in Public Administration from the University of Western Ontario.
 
David has volunteered for OPPI in a number of capacities, including several terms on the Policy Development Committee and two terms as the Toronto District Representative on OPPI Council.
