Jeff Biggar is a freelance policy consultant and PhD Candidate in Planning at the University of Toronto. His research interests span a variety of topics: urban design and the public realm, the links between planning policy and the built environment, and the role of the arts and culture in planning mid-sized cities. He is the author of the upcoming chapter, ‘Cultural Planning and Governance Innovation: the case of Hamilton’ for Planning Canada, Oxford University Press.
