103: Can Zoning Contribute to Economic Resiliency? A Hamilton Experience.

Hamilton is in the midst of an urban renaissance. The city is rapidly becoming a new cultural hotspot after years of economic uncertainty. Council recently approved commercial and mixed-use zoning to assist in the revitalization of commercial streets where many small businesses have openned in recent years. Zoning as a tool for economic resiliency means flexibility in its definition and permitted uses, fewer unnecessary regulations, and lower parking requirements. But it also must ensure that pedestrian streetscapes are inviting, comfortable, and safe for pedestrians and cyclists.
