407: Planning for First Nation Communities - Why is it different?

Planning for First Nation Communities is different than planning for neighbouring municipalities.  It is understood that there are cultural differences, but should planning principles differ?  First Nation Communities have varying languages, traditions, geographic locations, land bases, land laws, governmental structures and treaty rights which make them unique and complex.  The manner in which Community Planning Studies on First Nations are initiated, funded, and implemented provides reasons for the different approaches.  Understanding what is really driving the Planning Study, offers insight into the root of the differences.

  • Understand that Community Planning for First Nation Communities is indeed different.
  • Understand the reasons for the differences.
  • Obtain an appreciation for the differences to enable more effective planning in the future.
