Planning claims to include ”participation” in its tool kit. It is apparently, a vital instrument in the creation of Healthy and Sustainable Communities. As a practical reality though, this is more difficult to achieve. The Duty to Consult and Accommodate, however, provides both a challenge and an opportunity to rate our efforts at engagement. Using a scale of participation as a lens, learn how to rank consultation efforts. The experience of several Aboriginal communities will serve as case studies.
