In 2019, Ottawa will begin a comprehensive review of its Official Plan, with an eye to developing policies that will allow the city to adapt to change rather than premising the document on an aspirational vision of what the city will become over the next 20 years. The launching point for review of the Official Plan is the long-range planning study Ottawa Next: Beyond 2036. Ottawa Next is a scenario-based planning exercise completed in July 2018 that identifies the trends and disruptors that could impact Ottawa physically, econmoically and socially beyond the current 20-year planning horizon. The study proposes scenarios to illustrate impacts on growth and liveability under varying degrees of adaptation and preparedness by the City and its partners in growth. Through this process of prediction and speculation, policy implications and actions are proposed to promote resilience and adaptability, and to address issues that could result from changing technologies, economies, social structures and environmental conditions, such as climate and environmental-related challenges, uneven growth and technological disruptors. In this session, participants will gain knowledge about scenario-based planning, about how climate change, uneven growth and technological disruptors can be addressed in Official Plan policy and learn about particular growth-related planning challenges faced in Ottawa.
