110B - How zoning by-laws are being reformed to create housing opportunities

Zoning by-laws have contributed substantially to housing opportunity inequality and largely still function as tools that resist change and favour the preservation of neighbourhoods. This session explores the linkages between zoning by-laws and housing opportunities and how zoning by-laws can be prepared and modified to facilitate housing opportunities. This includes a discussion and assessment of “pre-zoning” for intensification and housing development, which is increasingly being explored by municipalities and promoted by provincial policy. We have drawn on a wide range of case studies from smaller and large urban municipalities and include examples from the United States, where progressive jurisdictions are seriously reforming zoning codes to address their implications on inequality. We conclude by introducing and considering opportunities created by community planning permit systems and how these systems contrast with zoning by-laws.
