302: Blurred Lines: The Technicalities of the Semi-Private Realm

Privately-owned publicly-accessible spaces, or POPS for short, are becoming more popular in urban areas where growth has put pressure on the existing park and open space networks. As POPS often fall into the grey zone between public and private space, it is important for planners to understand their legalities, implications and circumstances.
The panel will highlight the City of Toronto’s Draft Urban Design Guidelines (June 2014). The guidelines are intended to assist in the interpretation of policies, shape the scale, function, design and furnishings of POPs. They also provide direction for locating and designing POPS so that they complement the city’s complex network of parks and open spaces.
