Leo is the Principal of DeLoyde Development Solutions a specialized consultancy providing expert planning advice since 2014. Leo brings over 40 years of municipal government experience and has been responsible for overseeing the integration and alignment of economic development and municipal operations in the Town of Ajax and City of Burlington.
Leo is well respected and known in Ontario for his leadership in urban development, strategic planning, housing policy, governance reviews, organizational design, conflict resolution, critical problem-solving and staff development.
Leo served as CEO of the Burlington Economic Development Corporation between 2001 and 2010 during which time he focused on identifying and aligning the City’s economic priorities with municipal planning programs, building regulation, engineering and 10 year capital budgets.
Leo has had considerable experience in environmental and social programs thus contributing to his insights into achieving sustainable development goals into practice in everyday operations. Leo oversaw the creation of a $35 m active transportation plan in Burlington and spearheaded the significant upgrading of most trails and bridges in 2010 and 2011.
Leo has been instrumental in leading the preparation of strategic plans for the City of Burlington, Town of Ajax, Bruce Trail Association, Burlington Economic Development Corp, Nipissing District DSSAB, Sudbury Nipissing United Way and the Northern Ontario Service Deliverer’s Association.
Leo is Chair of the PRAGMA Council, a think tank based at the U of Waterloo and is an active Board Member at the United Way for Sudbury Nipissing.
Dr. Carolyn DeLoyde is an Adjunct Professor in the School of Geography and Planning at Queens University. Carolyn is a registered professional planner with 25 years experience in urban and regional planning.
