We are dedicated to exemplary service and the development of excellent working relationships with our clients and professional associates. Founding Partner and Principal Planner, Robert K. Clark, brings over 40 years of experience to the firm and is well regarded for his integrity and strategic approach.
Our team seeks to understand and meet the client's needs through the application of sound planning principles while exceeding their expectations of service by providing individualized attention and communication that reflects the unique nature of each project. Maintaining and building strong communities while protecting natural areas and resources is a cornerstone of our practice. CCS blends strong community planning and economic development skills with a commitment to appropriate and sustainable environmental design to meet this objective.
In addition to standard urban and rural planning practices, including minor variances, severances, residential development, among other planning needs, our specialty lies within the agricultural and rural realm. Robert K. Clark, P.Ag, and team, provides expertise in agricultural production, trend analysis, and overall recommendations for agricultural land use planning. We work regularly with land owners and government officials to review land use issues, such as identification of prime agricultural land and compatibility with non-farm uses. This includes reviewing applicable policy and regulations, preparing Minimum Distance Separation (MDS) calculations, and assembling any planning applications.

Drawing on 40 years of experience in urban and rural land use projects, Bob is known for finding innovative and practical solutions while maintaining sound design and planning principles. He takes a strategic approach to policy development and planning approvals in order to facilitate solutions that are both practical and creative.
Bob has expertise in the fields of Municipal Finance, Renewable Energy, Land Use Planning and Agricultural Planning, and is a respected Expert Witness at the Ontario Land Tribunal.
He is a leader in the field of Agricultural Planning in Ontario. As a Professional Agrologist and Pedologist, in addition to his experience in rural planning, Bob leads our team of Agricultural Specialists at CCS in work ranging from Agricultural Land Evaluations and Agricultural Impact Assessments.
Bob is a member of the Professional Engineers Ontario, Ontario Professional Planners Institute, Canadian Institute of Planners, Ontario Institute of Agrologists, and the Association of Ontario Land Economists.
Taylor MacDonald-Plummer joins Clark Consulting Services after completing her Master's in Urban Design at the University of Westminster, London over the past year. Prior to her stint in England, she worked as a Planner for the City of Burlington. Her work primarily focused on site planning and minor variances, but also included zoning by-law and official plan amendments, plan of subdivision and condominiums. Taylor has been qualified as an Expert Witness by the Ontario Land Tribunal. Taylor is a candidate member of the Ontario Professional Planners Institute.
Taylor also obtained a Master's of Urban and Regional Planning from Queen's University in 2019. Through her academic experience, she has been trained in masterplan development and design, and has a keen interest in social planning and place-making.
