Development Permit Systems: Lessons Learned across Canada

This session will distill experience on various approvals frameworks from across British Columbia, Alberta, Saskatchewan, Manitoba and the Yukon. It will illustrate that the success and effectiveness of development permit systems is directly tied to clarity of guidelines, flexibility of implementation and degree of procedural complexity.
 
Development Permit systems are relatively commonplace in Western Canada, yet have recently become a hot topic in Ontario. Poorly designed policies and procedures can make development permits a lengthy and onerous process, difficult for municipalities and developers alike. Well designed DP systems incorporate clear, achievable guidelines and requirements for form and character, while retaining flexibility in how those requirements are applied. The outcome of an effective DP system is the building of better communities while simultaneously providing assurances for development proponents.
