Through case studies, this session will provide an overview of the current opportunities and challenges facing Ontario municipalities regarding fiscal sustainability within the context of provincial planning legislation. Many of the land use planning policy objectives in Ontario related to intensification, transit-oriented development, open space and municipally-serviced development are having a direct impact on both hard and soft infrastructure requirements for Ontario municipalities. Furthermore, these policies are placing upward pressure on property taxes and water/sewer rates given current limitations for cost recovery under the development charges legislation. In turn, this affects the competitiveness and sustainability of Ontario municipalities.
