Squaring Sound Fiscal Management and Aspirational Planning

Squaring planning objectives with municipal finance is particularly challenging in an environment of reduced or eliminated, grants and subsidies from upper levels of government. This session will explore the challenges of and solutions to this planning–finance conundrum. The discussion will be based on recent Ontario experience where the Growth Plan for the Greater Golden Horseshoe and other plans seek aggressive change in the density of new housing and use of public transport. While Development Charges and other fees need to be consistent with the plans, what happens when this might turn into unsound financial planning? It has implications for land use planning, municipal finance, municipal governance and even how professionals execute their fiduciary responsibilities.
