This session will review a range of zoning practices to protect aggregates and permit extraction and aggregate operations. Examples drawn from municipalities and Ontario Municipal Board decisions will be used to illustrate various zoning practices and trends. The zoning process under the Planning Act for aggregate resource development parallels the licence process under the Aggregate Resources Act. Alternative practices of managing the zoning process for aggregate resource protection and development will be discussed. This includes resources mapping and official plan designation, pre-application consultation, requirements for a complete applications, municipal staff review, qualified peer review, public consultation, resolution of issues, potential use of Hold provisions, and development agreements for road and other off-site matters prior to adoption of the zoning by-law amendment.
