Purpose-built rental housing is an essential building block of strong, sustainable communities. It offers households stability of tenure, relatively greater affordability, and flexibility when life circumstances change. Communities with a diversity of housing and tenures retain residents and attract businesses. But our existing rental stock is aging and increasingly in need of renewal. At the same time, housing costs have boomed and new rental supply has been limited, resulting in decades low vacancy rates. How does the city protect the supply of affordable purpose-built rental housing and yet enable their renewal? To address these challenges, the City of Mississauga approved a pilot rental housing protection by-law, which came into effect in June 2019. The by-law requires replacement of rental units proposed to be demolished and retention of rental units intended to be converted to condominium tenure. In this session, Mississauga planning staff discuss the process and challenges around the approval and implementation of the by-law. The discussion includes tensions involved in the by-law’s development — for example, the need to protect rental housing and interest in revitalization of older neighbourhoods and the request for flexibility in the by-law application — as well as other matters related to implementing the by-law.
