With over 25 years of land use, development and policy planning, experience in the municipal sector, Paulina is passionate about creating vibrant, healthy and inclusive communities. She has served as a planning professional for the cities of Toronto, and Mississauga and Region of Peel. In these capacities she has been a development planner and completed numerous community and land use planning studies. At the City of Mississauga she led the development of the City’s growth management strategy, introduced Section 37 policies and established a community improvement plan to incentivize office development in the Downtown Core. Her most recent major initiative is the creation of the City’s first housing strategy – Making Room for the Middle. As Manager of Planning Innovation, Paulina is currently working on implementing strategies and tactics to preserve affordable housing as well as increase the supply of new housing available to middle income earners. A key aspect of her work involves understanding the economic impacts, both intended and unintended, of land use policies. She has strong policy development and project management skills and has frequently served as an expert witness on land use matters.
Paulina has a BA in Urban Geography and Sociology from the University of British Columbia and took graduate studies in the Environmental Studies Program (MES) at York University.
