The Victoria Park Secondary Plan is a city-initiated secondary plan that provides a framework to guide future development of the lands around Victoria Park, a prominent park in the heart of the City of London. Prior to the development of this secondary plan, the lands around Victoria Park had never been considered comprehensively, despite Victoria Park being beloved city-wide. Development pressure led to the need for a comprehensive planning framework around the park. The Victoria Park Secondary Plan boundaries encompass two Heritage Conservation Districts and include lands in the downtown and lands adjacent to a low-rise residential area. it demonstrates of how intensification and the need to provide housing in the core can be balanced with heritage conservation, parkland adjacencies, and transition to low-rise residential neighbourhoods in a world facing the climate emergency. The Victoria Park Secondary Plan study involved a robust community engagement process, with community feedback polarized over appropriate heights for future development around the park. Community engagement was extensive, and the use of virtual reality technologies proved valuable to changing the conversation and demonstrating to the community how intensification could be accommodated to expand the provision of housing in the core.
