President & CEO, Housing Development Corporation

As CEO of the Housing Development Corporation, London (or HDC), Stephen brings 30 years of progressive leadership roles in civil service with the City of London, including work in direct program delivery, community development, project management, and service administration in social services, homeless prevention, and housing.  In his role as Manager of Housing Services, Stephen led a nationally recognized process to explore and advance new approaches to creating more affordable housing, including through the creation of the unique HDC business model.

HDC is a special purpose municipal corporation with the City as the sole shareholder.  HDC was set up to work with both City service areas as well as externally with developers,  builders, non-profits and community stakeholders to advance affordable housing in London and Middlesex.

Stephen is a proud Londoner and is recognized as a trusted community partner, innovative thinker, and strong advocate.  Stephen is proud to be founding Charter Member of the Chartered Institute of Housing (CIH) Canada, a member of Housing Partnership Canada, and an active volunteer with a number of community organizations and agencies.
