704: Piecing the Puzzle: Heritage Conservation Districts as a Component of Good Planning

There is growing interest in heritage conservation districts (HCDs) in planning, yet not a lot of understanding of how HCDs function within the broader planning policy framework. In this session, we will discuss how HCDs interact with the PPS, Planning Act, official plans, secondary plans, zoning by-laws, and urban design guidelines. HCDs are successful when there is meaningful community consultation along with rigorous analysis and deep understanding of the planning policy framework. This requires the leadership and expertise of a planner. The goal of this session is to foster the planner's skills to use provincial heritage legislation in their practice.
