This session will provide planners with the basic skills to understand the components of a development pro-forma and be able to develop one for their own project. Using the City of Hamilton West Harbour Waterfront as an example, the session will explore how municipalities can use development pro-formas to test the financial viability of their land use plans. The West Harbour Waterfront is one of Hamilton’s most important redevelopment opportunities and it is essential that the city fully understand the range of development scenarios for the site. By undertaking a pro-forma analysis, the city was able to explore alternative built forms, both within the existing land use policy framework and outside of the existing permissions, to understand the impacts of land use decisions on the financial viability of the site.
In order to participate in the interactive workshop, a laptop with access to Excel will be required.
