Using Municipal Official Plans to foster Place-based Community Design

This session will highlight lessons learned by Richmond Hill planning and urban design staff in preparing and defending place-based community design policies at the OMB. Unique policies that were approved through the appeal process will be highlighted, including new quantitative policies dealing with the use of an angular plane, a high-rise tower distance separation and a maximum floor plate to create slender high-rise towers.
 
Few official plans fully integrate design into the overarching vision and land use policies for the community. Incorporating a place-making policy approach in OPs can aid in balancing the often competing interests of new development with the existing built environment and enabling intensification.
