This session will feature the managers of three significant zoning by-law reviews of 2015—Oakville, Toronto and Markham, plus a planning lawyer working in municipalities with new by-laws. Planned topics for discussion include the latest trends on regulations, how to effectively communicate zoning information to a broad audience, the scope of reviews and issue analysis, working within a new policy framework, navigating the transition period, and dealing with zoning changes in the municipal organization. Town of Oakville—balancing a special project with day-to-day projects, handling an official plan whose permissions differ from the existing zoning by-law, working across the table to identify best solutions and avoid unnecessary contention, and managing change within the municipal organization. City of Toronto—transition from old by-laws to one new by-law, while maintaining existing property rights, creating new zones from 46 different zoning by-laws and developing consistency in terms of language and placement of provisions. City of Markham—review of best practices across North American municipalities, consolidation of 46 existing by-laws, assessment of the most effective web-based applications, and analysis of specific issues, such as auto-related uses, affordable housing and medical marijuana.
