Luciano Piccioni

Luciano Piccioni, President of RCI Consulting has over 25 years of experience in planning and economic development in both the public and private sectors. Luciano is recognized as one of Canada’s leading experts in community improvement planning and municipal incentive programs. He has worked on and led the preparation of far more CIPs than any other consultant in Canada and CIPs prepared by Luciano have won numerous national, provincial and regional planning and economic development awards for excellence in innovation, policy and marketing.

 

Luciano has the unique experience of preparing and implementing CIPs for municipalities and representing developers making application to municipalities for CIP incentive programs. Therefore, he understands all aspects of community improvement planning and brings considerable real-world experience and a balanced planning and economic development approach to community improvement planning. 

 

Luciano has published numerous papers on financial incentives and community improvement planning and has spoken at numerous conferences in Canada, the United States and Europe. Luciano holds an Honours B.A. (Summa Cum Laude) from McMaster University and a M.Sc.Pl from the University of Toronto. Luciano is a full member of OPPI, CIP and holds a Certificate in Economic Development (Ec.D.) from the Economic Developers Association of Canada.
