Todd has worked on numerous EMS, corporate services, roads, winter control, and pavement management benchmarking and "best practice" reviews for OGRA, OMBI, and the Ontario Centre for Municipal Best Practices. He has also designed service costing and performance measurement and business planning models for multiple municipal clients.
