Housing affordability is infinitely complex and requires innovative approaches to form lasting solutions, including through collaboration across organizations, governments, and stakeholders. In 2019, Urban Strategies Inc., N. Barry Lyons Consultants, MaRS Solutions Lab, Evergreen Canada, and The Natural Step formed a partnership and founded the Transit-Oriented Affordable Housing (TOAH) Solutions Lab, one of 11 selected projects in the first year of the National Housing Strategy (NHS) Solutions Labs initiative, funded by the Canada Mortgage and Housing Corporation (CMHC). The Solutions Lab explored the existing systems that structure affordable housing and transit infrastructure, identified the opportunities that arise when investments align, and developed a series of interventions to support this integration. We will outline the theory and practice of a Solutions Lab (through the stages of discovery, development, prototyping and roadmap), explain the outcomes related to transit-oriented affordable housing, and provide some reflections on the process as a method of policy development.
