Zoning Trends and Issues

The Planning Act now requires that zoning by-laws be updated on a regular basis. However many municipalities are just now starting to deal with this requirement and considering how to develop new by-laws or carry out major updates of extremely outdated by-laws.
This session will explore new approaches to zoning including form-based zoning, development permit by-laws and conditional zoning. It will also consider the range of issues, in addition to the traditional development control function, now being tackled through zoning. Additionally the session will explore why more municipalities are not using development permit by-laws, why we need conditional zoning (and how, in fact, many municipalities are already using it), legal issues such as transitioning to a new by-law and legal non-conforming uses; approaches to specific zoning issues such as student housing and places of worship; and using zoning to encourage sustainable development.
